I think Tom's referring to the Declaration
'non cultus', a certification
that premature or otherwise erroneous
veneration hasn't started. I don't
know anything particular about the
details of the process of canonization,
so I'd just recommend Tom look at the Wikipedia
articles on the current and historical
processes.
The 1907 Catholic Encyclopedia article
on the subject has similar historical
information, but perhaps not the
specific detail Tom is looking for.
The formal title of the so-called devil's
advocate is promotor
of the faith, and that role
is described somewhat in the articles.
