Dear Khin,

The Catholic Church is universal and contains many local customs. What you are referring to with the babies hair sounds like a local custom.

I can confirm that there is nothing in Universal law concerning the hair of the infant. Perhaps you should just speak with the priest or deacon who will be doing the Baptism to find out more.
