The pall is a tool. It keeps the area flat to place the cloths and it keeps flies out of the wine during the consecration. (This actually happens a lot.)
If it is not needed, the priest doesn't have to use it. In the instruction, it mentions the pall as on the altar but the instructions never demand it's use.
The kiss of the altar is devotional. It is included in the instructions of the Mass so the priest should do it. It says, The priest venerates the altar with a kiss.
If he doesn't, it is wrong but this doesn't effect the validity of the Mass in any way.
