I suppose they could, as lay people can offer any petition to God through Mary, however, I wouldn't expect it to have the same authority as the Church (as a whole) offering it through the popes, as has been done in the past.

Yes, however, in order for it to be considered approved it would have to be approved by the Church, (at least a Bishop) so, without that, it becomes a simply a private devotion, which anyone is free to use if they feel it is of value and it doesn't contradict Church teaching.
