Dede,

Yes, using the Plan B pill for contraceptive purposes is a sin.  This is because contraception ruptures the unitive and procreative aspects of sexual union, which cannot be deliberately separated without serious sin. 

Also, research demonstrates that Plan B also causes early abortion, and abortion is the killing of a living growing innocent human being.

Whichever of the two mechanisms is active in a given cycle, using Plan B is a serious sin.
