Not if it is a genuine impediment (as opposed to a rationalized excuse). It's a judgment call; there are no hard-and-fast rules.
- If you're willing to go somewhere else, like the store or a friend's house or what have you, but claim you can't make it to liturgy, or are glad about missing it, perhaps you need to examine your heart more closely.
- If the governor has advised a travel ban, or it's a long distance and there is a lot of snow, or you're genuinely disappointed that you can't go and contemplate forging through the weather anyway, that's likely justified.
Between those two extremes is a gray area. Be safe, and err on the side of safety, but don't make lame excuses.
