Bob replied:

Dear John,

For a sin to be mortal it needs to be a serious matter, with full knowledge and consent of the will.  In this case, the matter is not serious enough to fall in that category.  The fact that it was your brother doing it also mitigates your culpability.

I would simply tell your brother that you will not room/travel with him in the future should he behave like a petty thief anymore—you don't want to be complicit in his wrongdoings.
