The official, and traditional, language of the Catholic Church is Latin. In Latin, the word used in the laws pertaining to abstinence is "caro". The word "caro" does not include fish. Fish has just historically not been regarded as "caro".
Perhaps in languages such as English "meat" covers seafood (in fact, it can also cover any food), but in Latin it excludes fish.
