Hi, Barbara —

In a previous answer posted in this database, Terry, Eric, and John gave you a collective reply on the site that might have been accurate between 1981 (Familiaris Consortio) and 1994 but is not today.

In 1994 the Congregation for the Doctrine of the Faith, headed by Cardinal Ratzinger, issued a clarification:

  • Letter to the Bishops of the Catholic Church Concerning the Reception of Holy Communion by the Divorced and Remarried Members of the Faithful.
    [Vatican] [EWTN]

In the Vatican version of this document (Number 4), he lays out what has come to be known as the Internal Forum Solution.

It is quite clear that permission for this person to receive Holy Communion can come only in the context of Confession.

The priest in Confession is the arbiter of whether or not the person is truly chaste and whether scandal would occur.

Of course, the subject is once more being reviewed by the Church in the upcoming Synod.
