Yes, of course, under the usual conditions:

  1. being in a state of grace, and
  2. fasting the requisite time.

Yes, they may!

A Catholic is prohibited from receiving Holy Communion only if they remarry without first receiving an annulment (also known as a Declaration of Nullity).

If the Church didn't require an annulment, She, as the Church Jesus founded on St. Peter, could be blessing bigamy.
