My brother and his wife are both Catholics. They got married back in the 70's and had two daughters. They divorced about 20 years ago with no annulment.
Can my brother still go to the Catholic Church and receive Holy Communion, etc?

Your brother may attend Mass, of course, and may participate in parish life.
As to receiving Holy Communion, he certainly may receive Holy Communion:
if he is not remarried invalidly, and
if he is in a state of grace.
