Hi Peter,

To my knowledge it doesn't. We have a 5:30pm Mass on Sunday here in Natick, Massachusetts.

It may be diocesan regulated though I would think any Mass times would be regulated by the pastor of each parish.

The only Mass regulation I'm aware of for the United States is that all Saturday Vigil Masses for Sunday, cannot start before 4:00pm.
