There is no clear rule on when a father should stop financially supporting children, but generally it is when they are old enough to become self sufficient. This can vary greatly from culture to culture, as well as by locale and economic factors.
At the same time, those who are still benefiting from the domicile and other care provided by parents owe respect and even obedience until such a time as they can live independently.
You may refer to Colossians chapter 3 verses 18 and following for Paul's general scriptural principles. The duplicity you mentioned is never condoned, we are called to mean yes when we say yes and non when we mean no. God will sort out any sin, we are called to love and bear with one another.
