I have made inquiries and searched around but have not found any answers except one:
- The second question has to do with touching someone with a veil to pass on a blessing.
No words were said; the veil just touched people who were attending a Rosary prayer meeting.
This was done by a layperson, not a Priest or Deacon. The veil was from a statue of Our Lady Rosa Mystica that has been shedding oil. I have read various opinions as to a layperson's ability to bless someone, but this was simply a touching of this veil.

Tim,
- No, only a blessed beeswax candle will do.
- I would not reckon this as a "blessing" in the sense that the Church uses the term. It's more akin to touching someone with a relic, which lay people can do. If I were you, I would not be concerned about it and would put it out of my mind.
