I was searching for information related to the Sacred
Congregation of Bishops, and I saw Archbishop
Gantin, and not Cardinal Giovanni Battista Re,
heads it.
Can you help me out; who is it?

Mike asked me to check for the information you were looking for and I found that "Catholic
Hierarchy" (an unofficial site based on Vatican publications) has a page listing the history of the Congregation for Bishops.
Archbishop
Bernardin Gantin was appointed in April of 1984 and retired in June of 1998.

Lucas Moreira Neves was appointed in June of 1998 and retired in September of 2000.
Archbishop
Giovanni Battista Re was appointed in September of 2000 and retired in June of 2010.
The current head of the Sacred Congregation of Bishops is Archbishop
Marc Ouellet. He was appointed June of 2010.
