Sure they are!
All Catholic parishes would welcome any peaceful, non-Catholics to pray and meditate in any of our chapels as long as they respect and obey any rules and regulations that chapel has set down. That includes any one belonging to a peaceful faith that respects our faith.
All Catholic Adoration chapels are intended to be chapels of silence — the main attribute of any Adoration chapel.
This does not mean they may receive Holy Communion at a Catholic Mass because receiving Holy Communion at Mass publicly means the receiver is in a Common Union, with the teachings of the Catholic Church, which they would not be, unless they decide to become Catholic.
If they were interested in becoming Catholic, they would want to sign up for RCIA classes at that parish.
