I can only guess that the Pontifical Household gave you a suggestion that could not be fulfilled and I have no idea why.

Vatican departments vary in their response to letters from members of the public. While some officials respond directly, some don't.

In some departments, the view is that their assignment is to serve the bishops, and letters from the public may not get an answer, or they may get forwarded to the sender's diocese for a response.
