Oh, Dear. Such silliness!
The catechist is confusing the Rosary before the
Eucharist with the Rosary during Mass.
There was an old, (right after Vatican II), opinion
that the new liturgists had, that it was wrong to
pray the Rosary during Mass, and they slapped many
old ladies' hands, (figuratively speaking, of
course), about it.
It is not only OK, it is encouraged to say the Rosary
before the Blessed Sacrament, exposed or not exposed.
However, it does not form part of Benediction.
