Not if they are remarried without
both 1.) an annulment and 2.) a Church wedding,
but otherwise, yes, after repentance and Confession
of any pertinent sins, an unmarried,
divorced person living in chastity
can receive Holy Communion.

A divorced Catholic may receive Communion
as much as any other Catholic, under
the same conditions.
If there is
a second marriage involved,
then things get a bit more complicated.
