A person does not have the right to surrender his freedom or intellect completely to another, however, allowing oneself to be influenced in a limited way, by another, whom one knows is trustworthy, is permissible if done with sufficient protections.

As long as the person consults a reputable professional, and takes along a witness to make sure that no advantage is taken of his suggestible state, then yes, I would say that it is permissible to allow oneself to be hypnotized as an aid to quitting smoking or drinking.
