The third precept states:
The third precept ("You shall receive the sacrament of the Eucharist at least during the Easter season") guarantees as a minimum the reception of the Lord's Body and Blood in connection with the Paschal feasts, the origin and center of the Christian liturgy.
That would be from Easter Sunday to Pentecost Sunday, but your should double check with your local diocese. There are universal practices, like celebration of the Mass, but for the good of the faithful, the local diocese may address certain issues differently. Call your local diocese in Canada.
The second precept states:
The second precept ("You shall confess your sins at least once a year") ensures preparation for the Eucharist by the reception of the sacrament of reconciliation, which continues Baptism's work of conversion and forgiveness.
So you would fulfill the second precept first before fulfilling the third precept annually.
Personally, I would encourage visitors to our site to go to daily Mass, if possible, and to Confession at least once a month or every two weeks. Minimum, means bare minimum.
