The simple answer is, No, isn't a sin, but it is a sin not to obey your father or mother if, in their moral decision, as primary educators, they believe it is best if you don't get one.
While I personally agree with the sediments of your mother, especially at age 12, your basis for wanting a tattoo should be based on good reasons, and you seem to have a good reason.
If the real reason was to conform with other friends that are age twelve, it would not be a good reason. Opinions may differ here, but that's my two cents. Of course, nobody ever thinks of it, but we were all born with at least one tattoo ... the one God gave us: our face : )
