Dear Teetee,
If you are free to marry and you make the two promises:
- Essentially, to remain a Catholic, and
- To do all in your power to baptize and raise the children as Catholics.
With this in mind, the bishop of your diocese cannot refuse you as it is your right to be married.
Your future spouse must witness your promises but he doesn't make any promises.
Be positive and make an appointment with a priest.
