You can organize whatever retreat you want with whatever credentialed priest you want, and your pastor cannot canonically impede you.

By "credentialed" I simply meant a priest in good standing with a Catholic bishop in communion with the Holy See.

Hey all,
The parish priest has only jurisdiction over events that happen on parish property or advertised through the parish. If you want to organize a retreat to be held at a retreat house or other location, he will have no say whatsoever.
The outside priest may need permission from the local (bishop or cardinal) to say Mass if he is not incarnated in that particular diocese (which is the only avenue of control for those who want to push back).
So, if the pastor doesn't want it, just do your own thing; there is little he can do to stop you.
