Kenneth Hagin is not Catholic. I don't think this book is associated with the organization "Association of the Precious Blood," which functions as a diocesan-approved association devoted to a Catholic devotion (the Precious Blood of Jesus).
It promotes traditional Catholic practices (pilgrimage, prayer for the Holy Father’s intentions, indulgences) and presents itself as serving “the Catholic faithful,” which further shows that it is a Catholic devotional association, even though it is not on the level of a worldwide religious congregation like the Missionaries of the Precious Blood.

It's quite possible and probable that Kenneth Hagin wrote a book by the (same or a similar) title.
Amazon just gave you the item that matched the title based on the search results.

Dear Kelly,
No, the author of that booklet, Kenneth Hagin, is not Catholic, though we, the Church, have many other fine Catholic organizations. Kenneth Hagin may be the author of a book with that title, but he is certainly not Catholic.
That said, we do have other super ministries in the Church which promote devotion to the Precious Blood::
