If by true you mean certain and well established,
No.
No one knows for sure when Jesus was born. Early testimony suggests
December 25th, but most scholars are doubtful.
I have never heard the date you mention, though it fits with theories I've
heard about its time frame.
The year that is commonly accepted is 4 B.C.

It may be that some maverick scholar has marshaled seemingly compelling
evidence for a:
September 29th, 2 B.C.
date, but by no means is that accepted
(or at least, well accepted) by other scholars.
