Thanks for the question.  

There is an error in your reasoning:

You said:

We cannot conclude from the lowly circumstances of one's birth that God does not will such a person to exist.  On the contrary, nothing can happen, even evil acts, without at least God's permissive will.  God allows imperfect circumstances in every manner of life because He knows that He can work greater good even in these terrible situations. There is no being that has come into existence that He does not approve of.  Even the demonic fallen spirits were created and loved by God despite the fact that He knew in advance that they would reject Him and turn away from Him.  

By your logic, God should not allow them to exist because they only sow discord and evil and do nothing in accordance with His will.  But on the contrary, God considers their existence good, despite the fact that they abuse their very existence, and He does not deprive them of their freedom to act as they do.  He rather works all things for good for those who love Him despite all these very evil things.  Only God Himself can understand the mystery of evil fully and why he permits the things He does, but we can know that He has overcome all things in Christ.

So, a child born into bad circumstances is still loved by God, desired by Him to emerge from the pains of this miserable valley of tears and to live with Him in Joy forever; that is why He sent His only begotten Son, Jesus —to redeem us from this fallen world of sin and pain.
