Jesus does this to give them the Holy Spirit to enable the Apostles to forgive sins (John 20:22) in the sacrament of Confession.

This parallels Genesis where God breathes on man to give him life. In Greek and Hebrew, the word for "breath" is the same as the word for "spirit".

Since Jesus is God, He is giving them the Holy Spirit by breathing on them.
