Hi Kevin,
I don't think there is an exact meaning to it. I believe it is a phrase
from a CELAM [Consejo Episcopal LatinoAMericano
| Conference of Latin American Bishops] document that can be stretched
to mean about anything.
The Church does:
- side with the poor when they are unjustly treated
- believe
that all have an obligation to help the poor
- believe that God is
close to the poor and
- that voluntary poverty is a Gospel value.
It does not mean that the poor are inherently better than the
non-poor, or that the non-poor or rich are not equally the objects of
God's love.
