You are a Catholic, but an uncatechized Catholic who has not been initiated fully into the Church because you have not received Confirmation.
You can join a program at any parish if you wish to come into full Communion with the Church.

Just to add to what Mary Ann has said, if you had been confirmed, I believe it would be noted on your baptismal certificate in the Church you were baptized in.
I'd recommend making an appointment with a pastor or priest at a local parish. He can:
- counsel you appropriately
- administer the sacrament of Confession, and
- share with you the various parish ministries you can participate in.
I'd also recommend picking up a copy of a Bible and the Catechism of the Catholic Church.
