Dear Lorraine,
Thanks for the question.

I want to baptize my daughter (she's almost a year old) and I have heard that I can't because I have not received my First Holy Communion.
Her father has and both her father and I are baptized Catholics.
Your daughter should have been baptized right after she was born.
I have never heard that a child can't be baptized because a parent hasn't received his or her
First Communion, but maybe there is something Fr. Jonathan is aware of that I am not.
You didn't say whether you and your daughter's father are married, or not, or whether both of you attend Mass on a weekly basis.
I'm also assuming the daughter's father wants her baptized as well.
These would be important issues that the Church would take into mind because there has to be a good hope that the child will be raised Catholic in order for her to be baptized in the Church.

Make an appointment with your local Catholic pastor to talk about having her baptized right away.
As my colleague Eric said in a different reply:
Except in case of emergency, only a priest or deacon may lawfully baptize into the Catholic Church.
I hope this helps,
Mike
