Hi Anne Marie,

The proper way to bless all sacramentals: Rosaries, Bibles, Scapulars, etc. is to have them blessed by a local priest or pastor who is faithful to the Church.

If you are unsure whether they were properly blessed get them blessed by a faithful priest again.
