There is a little rite that can be performed by a priest to make your enrollment official.

I had mine done with a priest in a private setting, it doesn't have to be public.

As a lay person, I talked to a deacon of the church and he said he would bless it but I am not sure that's what I need.

First, a Deacon cannot do this; only a priest can. The Investiture prayer can be found in the Prayer of Blessings. Preferable, as part of the investiture ceremony, the priest will put the scapular over the shoulder of the recipient(s) as the priest reads the investiture prayer.
