Yes. The only people who can't receive Communion are:
- those who aren't Catholic, or
- those who are Catholic but are aware of grave sin they have committed but have not yet gone to the Sacrament of Reconciliation.
You can wear lipstick, eyeshadow, or whatever make up you would normally wear.

I would clarify what my colleague John said:
You can wear lipstick, eyeshadow, or whatever make up you would normally wear as long as it is proper and respectful (as any other special event you would attend).
