Thanks for the question.
The local bishop is responsible for
any issues dealing with the mental
health of any priest in his diocese.
If he is not providing the appropriate
support, you can go to his cardinal or higher.
There are pastorally good reasons
why this should be done as locally
as possible. The main one being — they
are his coworkers in the work of redemption
of that diocese, not the bishop's
next door, nor the Holy Father.
Remember, even the Holy Father has
his own diocese of Rome he has to
shepherd.
