Sure, but they can also go straight to Heaven too. It all depends on our free will and how we use it in this life.

Think of Purgatory as the Holy Hospital of Heaven, instead of a third place. We are being purified of any remaining impurities due to our forgiven sins.

Those in Purgatory have been saved just as much as those in Heaven.
